Transforming Dammam: The King Fahd Suburb Boulevard Project Unveiled

In a significant move towards the enhancement of urban living in Dammam, the Ministry of Municipalities and Housing (MOMAH) has initiated a transformative project that promises to redefine the King Fahd Suburb. Collaborating with Ashraq Development Company, the development arm of the Eastern Province Municipality, and the National Center for Privatization & PPP (NCP), the ministry proudly announces the launch of the Expression of Interest (EOI) phase for the King Fahd Suburb Boulevard Project. This ambitious Public-Private Partnership (PPP) initiative will follow a Design, Build, Finance, Operate, Maintain, and Transfer (DBFOMT) model, with a contract term that spans an impressive 30 years.

A Vision for Urban Excellence

Covering approximately 1,000,000 square meters, the King Fahd Suburb Boulevard Project is set to be developed in two carefully planned phases. Each phase will ensure a balanced allocation of development plots, green spaces, and critical infrastructure facilities. Central to this project is a 4 km integrated mixed-use zone that will run along a central boulevard and linear parklands, forming a vital part of a larger 7.3 km corridor. This strategic layout not only aims to optimize urban space but also aspires to create a unique urban experience for residents and visitors alike.

The private sector partner will play a crucial role in this endeavor, tasked with developing and operating a comprehensive mixed-use environment. This environment will encompass a variety of amenities, including leisure and recreational facilities, public parks, entertainment venues, retail outlets, office spaces, hospitality zones, pedestrian walkways, and road networks. By integrating these diverse components, the project will foster a vibrant and inclusive community in the Eastern Province, enhancing the overall quality of life.

Aligning with Vision 2030

As part of Saudi Arabia’s Vision 2030 initiative, this project represents a significant leap toward advancing sustainable development and increasing private sector participation in municipal infrastructure. By reimagining urban landscapes, the King Fahd Suburb Boulevard Project will undoubtedly contribute to the kingdom’s broader goals of enhancing the quality of life for its citizens while encouraging economic growth.

Local and international investors interested in this groundbreaking opportunity are encouraged to review the EOI document available on the NCP website at www.ncp.gov.sa. The deadline for submitting EOIs is set for 16 July 2025 at 11:59 p.m. KSA time. This project presents a unique opportunity to be part of a transformative journey that will not only reshape the urban fabric of Dammam but will also serve as a model for future developments across the region. The King Fahd Suburb Boulevard Project stands as a beacon of progress, promising to deliver a thriving urban ecosystem that benefits all stakeholders involved.
